Mouth seems to slide through the words. More keys, perhaps?

Seems a little too "tweeny", consider adding more inbetweens and key frames to hold the poses a little longer. Otherwise , good job?

A paler background would have worked better and I feel Bill's eyes move around too much but I like the rest of his animation, his lip sync and his pose.
