i applaud the effort of entering a competition but this is not quite ready, its lacking a lot of key poses and lip synch. he has two key poses that stay perfectly still. I'd reccomend shooting reference with a camera or smartphone, that will give you a great starting off point.

There should be more motion in the whole animation. The mouth is too stiff. Try also to think about a small story you want to tell ;)
