Not the best character for lip sync but good effort.

I think that the shark could act a little bit more. Actually, he's just swiming and talking. He has no emotions.

I think you missed the point here.

Try to avoid letting your animation drift from one motion to the other. Your entry is very, very floaty because of this. And the last 80-ish frames after the dialogue stops are completely unnecessary.
