Body just stops at certain points. If you want pauses in the movement, make sure it's moving holds.

Your hands float a little too much, you can decrease the movement the hands move and your animation will improve drastically. But you also have moments where your character/and their hands are completely still. You cant have that either. One trick I use is to key one frame behind and stretch that placement so its a very subtle hold. It looks still, but is actually moving every so slightly.
