Yes, it is fully-rendered 2D... But it is stiff and basic, and looks more like a child educational DVD... Not the realm of expressive animation that is asked there.

I like how smooth the characters move, but I feel this could be worked on more

The eyebrows bounce with the eyes at the same time. And maybe they move a bit much as well.
