It's difficult to tell what's going on here, I can see that the character on screen is getting scolded; but by who? It would be a lot clearer if the character who is speaking is on screen for at least some of the shots.
You could have animation of the lipsync, and then the reaction of the character scolded, and have a little bit of a back and forth. I can see the intention, though.
